Revised SAPCC intended to:

1. Better align national and sub-national adaptation and mitigation planning, and

2. Enhance the evidence-based character and effectiveness of climate policy and planning

by integrating recent advancements in knowledge and understanding.

The source of the activity data taken for deriving calculations is primarily from the published d o c u m e n t s o f d if f e r e n t organizations in the State and the studies carried out by HPSCST&E, HPSPCB, Departments of Transport, Econom ic and Statistics, HPSEB, Forests and Agriculture etc. The methodology, emission factors used in calculations has been drawn from the INCCA country specific references available in IPCC publications. The methodology tier level presented is also a 'mix type'. In Himachal Pradesh the estimated volume of the Greenhouse Gas em issions have been w orked out as per the standard methodologies contained in IPCC Guidelines Paryavaran Bachao

Government of Himachal Pradesh has undertaken the preparation of Environment Master Plan (EMP) for the State, in order to ensure the sustainability of environmental heritage and natural resources and to develop a long term perspective of achieving environmentally sustainable development. Further, the State has adopted the motto of ‘fast-track development’ in harmony with environment protection with the involvement of citizens.

The Department of Environment, Science & Technology to the Government of Himachal Pradesh acts as a Nodal Agency to coordinate and deal with the climate change issues.

The Government of India has indicated and committed in various national communications that the adaptation and mitigation measures shall have to be implemented all throughout the country without any compromise. The Government of India has specifically asked to furnish the State Action Plan on Climate Change (SAPCC) for consideration under the 12th Five Year Plan for funding.

Forests currently cover around 30% of the earth's land surface but are being lost at an alarming rate. Deforestation rates are highest in the tropical areas of South America, Central West Africa and South and Southeast Asia, with 13 million hectares of global forest loss each year. The richness and diversity of our flora can be gauged from the fact that, out of total 45,000 species found in the country as many as 3,295 species (7.32%) are reported in the State. More than 95% of the species are endemic to Himachal Pradesh and characteristic of Western Himalayan flora, while about 5% (150 species) are exotic, introduced over the last 150 years. River basin management practices in equitable manner and regionally coordinated action will enhance the adaptive capacity of marginal farmers in the Yamuna river basin in Drought prone areas. The development of evidence based knowledge for integrated, innovative, and inclusive decision support will secure the livelihood practices in the basin.

The Yamuna river basin contains a rich biodiversity and is a source of valuable ecosystem services that sustain the lives and livelihoods of millions of people not only in Himachal but Punjab, Haryana, Uttrakhand, Uttar Pradesh as well. The basin plays a key role in the irrigation of downstream areas besides hydro-power development. However the basin's diverse topography, young geological formations, high degree of glaciation and strong seasonal influences make it highly prone to erosion, sedimentation and natural hazards, including cloud burst, landslides and debris flow, droughts and flood. These events may increase in magnitude and frequency in the current context of global climate change. Increasing population urbanization have added additional pressure on basins freshwater ecosystems.

Department of Environment, Science & Technology has endeavored to publish a Status report of Biotechnology in Himachal Pradesh so as to provide first hand information on Biotechnology to all the stakeholders in the State. The information was sought from all these R&D Institutions of the State and based on the information received from these Institutions this report has been compiled in its present form

There are about 27 Institutions in Public and Private sectors working for promotion of Biotechnology in the State beside educational institutions producing considerable graduates and post­graduates in Biotechnology in the State

 This report serves as a useful reference for all concerned stakeholders of Biotechnology in the State for planning and implementing biotechnology based programmes through scientific use of its innovations and bio­resources.
